Puppy Potty Training

My puppy is about 4 months old now and I'm struggling to keep him from peeing/pooping in the house. My older dog didn't have any problems learning to do her duties outside at this age, but our male puppy hasn't followed suit. I've tried new strategies with him lately that seem to be working although there are still accidents on the pee pads every so often. Do you think I will have him completely potty trained to go outside by the end of next month (February)?
